Haya Water is a government owned company formed to plan, execute and operate the wastewater collection, treatment and distribution system in the governorate of Muscat. We immediately require:
"Asset Planning Manager"
Purpose of the Job
ï§ To lead the development and documentation of Haya Water's long term asset strategy and plans including system modelling, demand forecasting and asset planning. The Asset Planning Manager will establish a team to carry out conceptual planning, design and approval of projects and programs of work, and to oversee maintenance or improvement of asset reliability and performance and safety
Principal Accountabilities
Corporate
As a member of the Haya organization, the Asset Planning Manager is expected to contribute positively to the development of the Projects and the Asset Management departments, the company's systems and processes and to proactively participate in the development of the "processes of Project Management". He/she is also expected to contribute to the creation and maintenance of a positive work atmosphere.
Key responsibilities
Corporate Vision, Mission and Strategy: ï§ Contribute to the overall process of management and corporate decision making to ensure asset strategies and long term plans are aligned with the Corporate Vision, Mission and Strategy, such that financial, technical, socio-political and environmental objectives are optimised through prudent asset investments. Leadership: ï§ Organizational leadership: Provide leadership and support to the management in developing, integrating and implementing Asset Management Strategies and plans that improve productivity, maximise employee and Organisational effectiveness, ensuring consistency and alignment with the Haya's goals and objectives ï§ Functional Leadership: Ensure the effective achievement of functional objectives through the leadership of the Asset Planning Section - setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal - in order to maximise subordinate and Sectional performance Strategy & Planning ï§ Define and develop the Asset Strategy, Asset Master Plan and supporting Asset Management Plans for the organisation that supports and enables the achievement of overall objectives of the organisations ï§ Engage with the necessary and agreed stakeholders to obtain feedback and sign-off on the Asset Strategy and Asset Master Plan ï§ Ensure progressive evolution of the company's asset management strategies for all classes of system asset; ensure that carbon management policies are adopted by Haya in accordance with Local Legislatives. ï§ Undertake pragmatic and effective demand forecasting and modelling to assist the organisation in planning and budgeting for future growth, to meet customer needs and to meet stakeholder requirements ï§ Oversee development of the 10 & 20 year asset vision; ï§ Oversee station/plant redevelopment proposals and approvals; ï§ Ensure timely development of and ongoing maintenance of robust and comprehensive hydraulic models from which informed decisions on system stability, capacity, etc can be made. ï§ Input to regulatory documentation ï§ Ensure customer connections are managed in an efficient and effective manner
Asset Risk Management: ï§ Contribute towards developing policy on risk management for Haya Water's plants & network assets, aimed at preventing or dealing effectively with potential risks ï§ Identify asset related risks or problems that could affect Haya Water's plants & network assets and document these in the company Risk Register in line with designated processes and procedures as agreed and approved by the Corporate Planning Department ï§ Develop asset contingency plans and security measures Asset Management Policies, Systems, Processes & Procedures: ï§ Ensure that planning for equipment, construction, operations, protection and maintenance are in line with the standards & specifications as per Haya Waters policies and procedures
Organisation Development: ï§ Provide leadership and mentoring of strategy and planning staff to ensure a development future Asset Strategy leaders at Haya Water ï§ Identify Training Needs and design appropriate Training programs in order to improve awareness, communication and upgrade knowledge and skills of the employees
Performance Monitoring: ï§ Contribute to the development of KPI's to monitor the performance of the sewerage and treated effluent systems, and recommend data requirements for tracking performance. ï§ Monitor asset performance on an ongoing basis, and identify through review and analysis any measures, contingencies or investments required in order that Haya Water's asset performance meets corporate objectives and compliance requirements.
Safety, Quality & Environment: Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls for all elements of asset strategies and plans
Experience/Qualifications Needed
ï§ Preferably a Post Graduate in Engineering with 10 years in which 5 years experience in Asset Management or Bachelor's degree in Engineering with 15 years in which 5 years experience in Asset Management. ï§ Several years experience of applying sustainability policies. ï§ People Management skills. ï§ Good communication skills. ï§ Experienced in CAD, GIS, database Management Systems and Asset/Works Management systems. ï§ Decision making skills. ï§ Knowledge of Project Management Methodology to International Standards. ï§ Team Management skills.  JSU
